Andrew Haines was appointed as Chief Executive and Board member of Network Rail in August 2018. Prior to this, he served as Chief Executive of the Civil Aviation Authority following a wide-ranging career in the rail industry, which included roles as Managing Director of South West Trains, and Managing Director of the Rail Division for First Group plc.

John was appointed interim chief executive on 2 October 2018.  He has overall responsibility for the delivery of the strategy set by the ORR Board.

John has held a number of senior roles at ORR, including Director of Railway Markets and Economics, Director of Planning and Performance and Director of Economic Regulation. He joined ORR from the Strategic Rail Authority where his final role was as Director Network Regulation & Affordability. He is an economist by background and has held a range of transport related posts in central government and consultancy.

East West Railway Company

Simon joined the East West Railway Company as its first CEO in December 2018, to lead the team which will join Oxford and Cambridge by rail for the first time since 1967. He joined the company from a long career leading the development and delivery of major rail infrastructure projects and most recently was the Major Programme Director on the Thameslink Programme. This complex project included the re-building of London Bridge station, extensive railway systems work and the first in class deployment of digital railway technology. Simon was instrumental in the early stage development of Crossrail and the entry into service of Heathrow Express. He is a Fellow of the Institution of Civil Engineering and balances his working life with a longstanding and deep commitment to voluntary work in his local community.

Andy joined the RDG in September 2018, leading its media, public affairs and strategic communications functions. Before RDG, Andy was KPMG’s Director of External Affairs, and he previously spent five years at the CBI as Director of Campaigns. Andy has held a number of policy and campaigning jobs. He has a background in election organisation at both local and national levels. As a campaign consultant, he advised on state elections in Sydney, Australia. He was a special adviser to the UK government, serving two cabinet ministers in three departments over four years.

An expert in successfully leading major projects and programmes within rail, James has held leadership positions as a client, contractor and consultant and has worked on some of the largest rail infrastructure programmes in the UK. James is passionate about changing the paradigm in infrastructure delivery using new technology, tools and techniques, particularly harnessing data to provide insight and help navigate complexity.
